Why is Malaysia short of sugar?

One of the biggest pieces of news today is the apparently acute shortage of sugar in Malaysia. Yet, I saw the following chart today on Marginal Revolution, originally from Paul Kedrosky’s blog.

This chart suggests that sugar is actually having a rather bad year on a global basis. So why is Malaysia short on sugar when the sugar price is ridiculously low? In a word: subsidies!
